This is Susanoo-no-mikoto, Japanese god of earth. If you didn't figure it out from the picture, he was a little crazy. Seriously, once, he and his sister, Amaterasu, had a contest to see who could turn the most inanimate objects into lesser dieties, with brother Tsukiyomi as the referee, methinks; Susanoo lost, and he then proceeded to destroy a few rice paddies, fill in some irrigation ditches, throw a few horses around, and... something completely unspeakable that involves fecal matter. I think this is the throwing horses bit being depicted. The name of the song is "Last of the Wilds" by Nightwish.
